Schools must cover Constitution every September

A new federal law passed last year requires every school that receives federal funds to teach about the U.S. Constitution as close to the anniversary of its Sept. 17 signing as possible. Sen. Robert C. Byrd, D-W.Va., sponsored the requirement because he believes few Americans understand the foundations of their government.
