GOP unveils national voucher plan

Republican lawmakers and the Bush administration have unveiled a $100 million plan to give $4,000 private-school tuition vouchers to as many as 28,000 students stuck in underperforming schools. The proposal comes just a few days after the Education Department released a study showing public school students performed about as well -- and in some cases better -- than private school ones on basic skills tests, a finding played up by voucher critics in their opposition to the new plan.
