Many Massachusetts small businesses are dropping insurance coverage for their workers and encouraging employees to sign up for state-subsidized care, which could put a strain on the state's budget, business experts say. "Most of them are very compassionate but they simply can't afford health insurance anymore," said one business consultant. The state says it hasn't seen sufficient data of a trend.
