Cap-and-trade legislation to curb greenhouse-gas emissions is "dead," according to Ezra Klein in this blog post. The statement made last week by Majority Leader Sen. Harry Reid, D-Nev., that the words "cap and trade" "are not in my vocabulary" was an attempt to reframe the climate debate, Klein writes, and an indication that the plan will not progress in the Senate.
