White House CIO maps out to-do list as he prepares to leave

Federal Chief Information Officer Vivek Kundra is issuing warnings on what needs to be done after he leaves his post next month. Kundra says he believes greater data-center consolidation can be had, that open data access warrants stricter oversight and that "an IT cartel" of a select few vendors exists when it comes to contract awards.
