Some transfer students stumble under NCLB provision

In part two of a series, the Chicago Tribune follows third-grader Rayola Victoria Carwell through her first semester at a school she transferred into under a provision in the No Child Left Behind Act. Although Carwell's first semester at the new school was marked by some successes, she was forced to return to her neighborhood school at the end of the semester.
