Some question NCLB's role in NAEP gains

While Education Secretary Margaret Spellings says NCLB fueled the record results of elementary students on the 2004 National Assessment of Education Progress, some critics wonder what the results would be if the law were fully funded. Others say it's too soon to attribute the score gains to a law only three years old.
