Schapiro makes recommendations on securities-law changes

Mary Schapiro, chairwoman of the Securities and Exchange Commission, is encouraging Congress to allow competition among broker-dealers on commission for sales of mutual funds. The recommendation was part of several proposals from Schapiro, but most dealt with technical legal changes that would streamline the SEC's efforts in enforcement cases.
