State says Boston tower plan breaks open-space laws

A developer must scale down plans for two Boston skyscrapers to comply with state laws that require open space. Regulators said Donald Chiofaro's plan for a pair of glass towers and an enclosed promenade cannot be built with the current design. Meanwhile, Chiofaro said he will urge regulators to change state and city laws so his project can proceed.
