Do Healthy San Francisco surcharges turn off diners?

When San Francisco launched a citywide program aimed at insuring its residents, the program came with a new fee that restaurants had to figure out how to handle fast. Some added a 4% surcharge rather than raising prices across the board, reasoning that guests had a right to know why they were spending more on dinner. Chronicle food writer Michael Bauer wonders whether consumers are sick of seeing so many fees on the check.
