Audit: New Haven mishandled Title I funds

A federal audit charges that the New Haven, Conn., school district kept poor records and misspent $3.8 million in Title I summer school funds on ineligible schools or programs between 2001 and 2004, findings that could force the system to return some or all of the money. City and state officials, who say the auditors ignored their explanations, are appealing.
