Charter board accuses founder, CEO of misappropriating funds

More than $700,000 is missing from Philadelphia Academy Charter School and school founder Brien N. Gardiner and former CEO Kevin M. O'Shea have been implicated, according to a 62-page internal report prepared by a former federal prosecutor on behalf of the charter's governing board. A federal criminal investigation has been launched; both men, who were fired in May, declined to comment.
