China plans to launch a domestic carbon-trading program, sources say

China's policymakers decided to open a domestic carbon-trading program beginning next year, as part of an effort to reach a 2020 carbon-emissions target, sources said. Xie Zhenhua, deputy director of the National Development and Reform Commission, chaired the meeting at which the decision was made, the sources said.
