Pennsylvania insurer is criticized for small-business rate increases

Health insurer Highmark was criticized for moving its small-business customers to a for-profit subsidiary to avoid regulatory scrutiny and then increasing premiums. Pennsylvania's top insurance regulator charged the insurer with boosting rates by up to 79%, but the company said most of its small-business customers saw increases of 10% or less.
