Should elementary-school students be assigned homework?

Teachers at a California elementary school will only assign homework in reading when students return to school in August, under a new policy intended to improve student learning. The school's principal says homework does not improve achievement for younger students. Instead, students will be asked to read for between 30 and 45 minutes each night.
