U.S. House passes bills to improve oil exploration, spill response

The House of Representatives advanced two bills to help the U.S. avert future oil spills. The first measure calls for a federal research panel that would concentrate on better prevention of and response to spills, while the second requests that Energy Secretary Steven Chu to start a program to better regulate oil exploration and well safety.
