Arizona schools stuck with millions in unpaid lunch bills

In Arizona, one of only two states in the country that does not allot state money for school lunches, districts are losing millions in uncollected fees from parents too affluent for the federal free lunch program but too poor to pay their child's lunch tabs. Superintendent of Public Instruction Tom Horne plans to ask lawmakers to consider subsidies.
