Court: Paterson didn't have authority to appoint lieutenant governor

The state Supreme Court has blocked New York Gov. David Paterson's choice of Richard Ravitch as lieutenant governor. The court said the state constitution did not allow for a governor to appoint someone to the position if it is vacant.
