New FCC chairman open to McDowell's reform ideas

FCC commissioner Robert McDowell reportedly has found a willing audience in new FCC Chairman Julius Genachowski for a memo detailing agency reforms, including an internal review of all operations, a new strategic plan with better external and internal communications strategies and an effort to recruit new workers to succeed those who retire. Genachowski, in accepting the memo, noted that he had appointed Mary Beth Richards as special counsel for FCC Reform, and planned to almost immediately launch a Web site for internal agency feedback that also will be opened up to the public.
