Basel Committee leaves the definition of capital to its board

The Basel Committee on Banking Supervision is close to consensus on how capital will be defined and when to implement borrowing caps on banks worldwide. However, the committee's governing board will make the final decisions. The committee will present the board with a few options, sources said. The board, which meets next week, will also determine a time frame for binding leverage-loan ratios.
