New York City's next mayor will face a challenge of maintaining a historically low homicide rate and preventing terrorist attacks, while improving the Police Department's record on racial profiling, within budget constraints, The New York Times Editorial Board writes. "Everyone in the city needs to enjoy that freedom from fear -- in their homes, in the streets, in places of work and worship, and in every encounter they have with their Police Department," the board writes.
