Report: Lack of progress in moving people with disabilities out of nursing homes

According to a Senate committee report, almost 250,000 nursing-home residents of working age are "unfairly segregated" because states do not provide enough support to allow them to live in a community. The Health, Education, Labor and Pensions Committee report called for amending the Americans with Disabilities Act to clarify the right of people with disabilities to live in a community and change the Medicaid statute to guarantee funding for home and community services.
