Oberstar proposes accelerated payouts from highway fund

Rep. James Oberstar, D-Minn., chairman of the House Transportation and Infrastructure Committee, says his party's proposed stimulus package may include accelerated payouts of $9.5 billion from the federal highway trust fund, helping to jump-start about 2,600 infrastructure projects nationwide. "You can have 700,000 people working in three months," he says. Under the plan, states would receive full federal funds immediately, then have several years to repay their required matching funds.
