White House proposes lower royalty rates for shale extraction

The Bush administration on Tuesday proposed lower royalty rates for oil companies willing to seek oil in shale on 2 million acres of public lands in Colorado, Utah and Wyoming. The discount is an incentive because extracting oil from shale can cost three times more to produce than drilling in traditional oil reserves.
