Judge: Milwaukee must find students who are owed special services

A judge has denied Milwaukee Public Schools' request to give up searching for students with disabilities who did not receive special-education services they should have received from the district between 2000 and 2005. "A decade of delay and denial has already caused substantial injury ... [and] any continued delay will not only continue but exacerbate the harm," the judge wrote in his decision.
