Schools chief: NCLB standards conflict with disabilities act

Michael Harris, director of a Tennessee school district cited for poor student performance, is arguing that No Child Left Behind mandates conflict with the Individuals with Disabilities Education Act. Harris says his district is seeing more children with disabilities and that they are entitled by IDEA to additional time to meet performance goals. "We have two laws that are in conflict," he said.
