S&P causes confusion, hurts confidence in CMBS market

A decision by Standard & Poor's to sharply downgrade bonds and then days later upgrade the same bonds to a triple-A credit rating caused confusion in the commercial mortgage-backed securities market. The move by S&P, which recently changed its rating criteria for many bonds backed by loans for commercial property, came as the Obama administration proposed restrictions and disclosure rules for credit rating agencies.
