Contractor to manage some special-needs programs in Conn. district

Education officials in Hartford, Conn., are aiming to improve special education for students with emotional and behavioral issues by hiring an outside contractor to manage all programs and services that serve the students. "We're expecting that an external agency with expertise in dealing with students with emotional disabilities will be equipped to provide for the academic and emotional needs of those students," a district official said.
