Mass. city council gives preliminary approval to pit bull ordinance

An ordinance that seeks to toughen restrictions on the ownership of pit bulls in Worcester, Mass., passed the City Council's first round of voting and will go through a final vote in August. The measure would require pit bull owners to restrain and muzzle their animals on public property.
