Albany, Ore., City Manager Wes Hare has requested that the City Council discuss his proposal for a bond sale to finance sewer projects and police and fire stations. Hare cites low interest rates for his proposal, which would require voter approval. "The interest rate is in the 2-to-3% range," Hare said. "We could save a substantial amount of money by going out now. This would be a relatively inexpensive way to go to meet some of our needs."
