Rep. Paul Ryan's budget strategy promised to eliminate the deficit within a decade without reducing defense spending -- but deciding exactly where to make the necessary cuts is proving difficult. Just three of 12 annual spending bills have been put to debate, a record low for the Republican House, and some fear the House's inability to strike workable deals in a timely manner could force the passage of a stopgap resolution that doesn't incorporate any of Ryan's planned spending cuts.
