Talks collapse on legislation to rein in oil speculators

Democratic and Republican leaders failed to reach an agreement on amendments to the oil-speculation bill regarding expansion of offshore drilling. Aides say the outlook for the legislation is grim, unless lawmakers can quickly come to a compromise. Financial industry groups and investment banks opposed the bill, which could be revived after the recess in August.
