Opinion: QDR must account for U.S. industrial base

Citing last week's report from the Aerospace Industry Association, former senior DOD official J. David Patterson says the sharp decline in the number of U.S. scientists and engineers is just one sign that the aerospace industrial base is "clearly worse than anemic." Patterson calls it "particularly troubling" that the Pentagon's Quadrennial Defense Review does not take into account the industrial base when making decisions on program cuts, which can have consequences for years to come.
