Energy-load shifting a big part of renewable future

National and state legislation is pushing toward developing energy-storage capacities at both building scale and grid scale, writes Mark MacCracken, former chairman of the US Green Building Council. California in particular is focusing on the promise of "permanent load shifting," or regularly shifting energy from one time period to another, taking advantage of off-peak hours to produce and store the energy needed for periods of highest demand.
