Lawmaker: Reverse auctions don't work for construction-services procurement

Members of the House Small Business Committee are introducing a bill that would end many reverse auctions in an effort to guard small businesses from "unscrupulous bidding behavior," according to Rep. Richard Hanna, R-N.Y. The Commonsense Construction Contracting Act of 2013, which is supported by NASBP, would require agencies to use negotiated procurements, sealed bids or other contracting processes rather than reverse auctions, which "simply do not make sense for these kind of services," Hanna said in a statement. The Design-Build Efficiency and Jobs Act of 2013 is a companion bill to introduce a two-round process for agencies' evaluation of bidders.
