Self-regulating "do not track" efforts stall as deadline nears

Ad groups and privacy advocates remain sharply at odds over how to limit online tracking of consumers as an end-of-month deadline looms to reach agreement on a self-regulating system. If no agreement is reached, Congress may need to act, lawmakers say. "This proves my point -- that legislation is needed because industry can't regulate itself," wrote Sen. Jay Rockefeller, D-W.Va., who has introduced a "do not track" bill.
