Senate passes student-loan bill

With 81-18 bipartisan support, the Senate approved legislation that would base interest rates charged for student loans on rates in financial markets. The vote brings Congress closer to ending a political standoff that resulted in rates doubling July 1 on federal student loans. The House is expected to approve the plan before Congress' summer recess next week.
