Tidal energy system self-adjusts to circumstances

A tidal energy system that includes a buoy that helps the system find the best spot and a telescoping turbine that can adjust its height has won a $15,000 grant from the Environmental Protection Agency. Developer Raul Delga Delgadillo, a student at the University of California, Riverside, says he expects his design to generate about as much energy as a wind turbine.
