Report: Poorly designed performance pay hurts everyone

Poorly designed merit pay is worse than none at all, a coalition of educational groups supporting such pay-for-performance systems said. "Multiple measures of teacher effectiveness ... eliminate concerns that teachers will not earn bonuses if their students' scores initially do not show significant improvement," the coalition says in a new report.
