API: Ethanol mandate may have "unintended consequences"

The federal mandate to blend 36 billion gallons of ethanol fuel by 2022 is a concern to the oil industry, says API chief economist John Felmy. A mandate level that high may further increase food prices and put a strain on production and distribution of ethanol. Members of the oil industry, some of which have made investments to accommodate the ethanol conversion, are still trying to understand the impact of various proposals to lower the mandated level of ethanol blending and are not united on the issue, Felmy said.
