Fed could ease rules for funds that purchase bank stakes:

The Federal Reserve is considering three proposals to loosen rules for private-equity groups that acquire stakes in banks, sources say. The regulator is striving to encourage investments in struggling lenders. For example, one measure would allow the firms to buy the stakes using "silo" funds without prompting federal oversight of the firm's other holdings.
