Report: U.S. voluntary pollution programs failing

Industry lack of interest and unreliable data leave voluntary pollution reduction programs largely ineffective, the U.S. Environmental Protection Agency's inspector general said in a report released Thursday. The current U.S. administration has relied almost exclusively on voluntary programs, the report said, but must now consider other policy options.
