With the employer mandate on hold for one year, businesses got a little more time to decide how to structure their workforces under the law. In the restaurant industry, the White Castle chain has already decided not to move any full-time workers to part-time. Other businesses are still working out plans to comply with the law, and some have noted there may still be cost benefits to retaining full-time employees rather than replacing them with more part-timers. Overall, "there's no big strategic part-time shift," said National Restaurant Association spokesman Scott DeFife.
