Privacy advocates back senator's plan for tougher NSA bill

Sen. Patrick Leahy, D-Vt., said he plans to introduce a bill with more restrictions on the National Security Agency than is seen in a previously passed House bill. Leahy says his bill will target bulk phone-record collection, enable more public reporting of surveillance programs and modify the rules of the Foreign Intelligence Surveillance Court.
