Editorial: Oregon should lead the fight against unfunded mandates

In an opinion piece, Dean Livelybrooks, a school board member of an Oregon district, urges the state to resist such unfunded federal education mandates as NCLB and the Individuals with Disabilities Education Act. He suggests that by using a prioritized list of elements, as it did with the federal government over Medicaid funding, Oregon could rally other states to its side and force the government to either accept the prioritized approach or provide the needed funds.
