New Zealand official seeks changes to special-needs education

New Zealand's Associate Education Minister Heather Roy is requiring all student-teachers to work with special-needs students in light of a recent report showing that half of schools are not providing high-needs pupils with a proper education. One principal says a lack of school resources is likely the cause of the disparity.
