API's Durbin skeptical of Keystone XL ruling before year's end

The oil and natural gas industry isn't convinced that the federal government will give its final decision on TransCanada's Keystone XL pipeline before the end of 2011. "While I am optimistic the State Department and the administration are leaning forward and saying, 'Yes, we will make a decision by the end of the year,' ... we expected this decision to be made more than a year ago," said Marty Durbin, executive vice president of government affairs at the American Petroleum Institute. Legislation to accelerate the ruling might be unnecessary "if we had full confidence that decision would be made by the end of the year," he added.
