Senators: OMB should bear costs in changing Medicare's payment system

Almost the entire Senate has signed a letter to the Office of Management and Budget asking the Bush administration to pick up much of the costs in changing how doctors are paid through Medicare. The senators say changes to the physician payment formula will allow Congress to focus on solutions to stabilize future provider payments.
