California passes tough rules on diesel construction equipment

California has become the first state to require construction companies to retrofit diesel-powered machines in order to reduce air pollution. Under tough new rules approved this week, diesel-powered bulldozers, scrapers and other heavy equipment will need to be retrofitted or replaced over the next 13 years.
