Report: FCC to rule against Comcast's network management tactics

The FCC reportedly is set to rule this week that Comcast violated federal rules by slowing Internet traffic of some subscribers in an attempt to prevent them from using file-sharing services like BitTorrent. Comcast said it took those steps to prevent a few heavy users from overloading its network.
